Allows to build one-way roads.

Description
Lets you change roads to one-way roads or fully not accessable roads.
You will be able to build one-way roads by overbuilding roads with the Ctrl key held down, the direction is determine by the four edges...
If two opposite direction get the one-way flag you have a impassable road piece in the both direction...
One-way roads only work on straight road pieces, not on curves or junctions.
To see one-way roads, you also need the appropriate new graphics from the TTDPatch New Graphics page and have road construction active.
