Enable building of higher bridges and bridges on slopes

Let you build higher bridges and bridges on slopes.
The start and end of the bridge must be on the same height level and steep slopes aren't allowed. However the pillars graphic system is very basic and not very good...
You have to enable Build on Slopes for this patch to work properly
